Faulty cluster or something else?

My instrument cluster is showing dpf, washer fluid and boot open but not at full brightness, they also flash with indicators and other instruments. I’ve checked the earth strap and that appears okay and other earths, it also has a new battery. Could this be a faulty cluster?

Definitely sounds like a faulty instrument cluster, almost all the messages into the instrument cluster are via CANbus so things like crossed wires, interference, etc. are not a factor.
